Passenger Car Tire Product Scope and Procurement Taxonomy

The selected evidence supports a practical taxonomy across seasonal family and commercial route. Nokian Tyres (2026) describes winter, summer and all-season tires for passenger cars, SUVs and vans. Separately, Fact.MR (2026) describes the passenger-car tire market as covering OEM fitment and aftermarket replacement for internal-combustion and electric vehicles, supplied through offline and online channels. These sources do not quantify demand or validate any manufacturer’s performance; together, they support a controlled segmentation structure for RFQ intake.

UNECE Framework: UN Regulation No. 30 and UN Regulation No. 117

Under the UNECE 1958 Agreement framework, UNECE (current) identifies UN Regulation No. 30 as establishing uniform provisions concerning approval of pneumatic tyres for motor vehicles and their trailers. For passenger-car procurement, this is the type-approval anchor. UN Regulation No. 117 establishes uniform provisions for tyre approval regarding rolling sound emissions, adhesion on wet surfaces and/or rolling resistance. The terms “and/or” in the regulation’s stated scope are material: buyers should request evidence that identifies which relevant performance category or categories are covered for the reviewed tire, rather than accepting a generic claim that it is “ECE certified.”

Finding 1 — UNECE-oriented screening requires two linked, separate evidence classes

Verified Evidence: UN R30 covers approval of pneumatic tires; UN R117 covers rolling sound, wet adhesion and/or rolling resistance (UNECE, current; EV-0010 and EV-0011).

European Union: Current Tyre Labelling Framework Under Regulation (EU) 2020/740

For the European Union, the current evidence baseline is Regulation (EU) 2020/740 (European Parliament and Council, 2020). The regulation concerns labelling of tyres with respect to fuel efficiency and other parameters, has been in force since 2021, and repealed Regulation (EC) No 1222/2009. The earlier regulation should therefore be retained only as a historical-reference identifier in legacy documentation review; it is not the current EU labelling baseline for a 2026 supplier questionnaire.

Finding 2 — EU label review is a current-framework control, not a legacy-document check

Verified Evidence: Regulation (EU) 2020/740 repealed and replaced Regulation (EC) No 1222/2009 (European Parliament and Council, 2020; EV-0013).

HTNXT Analysis: Where a supplier presents a label-related document citing only the superseded regulation, that citation is a document-control exception requiring clarification. The evidence does not permit a buyer to assume that a legacy reference demonstrates current labelling compliance.

United States: FMVSS No. 139 and UTQG Documentation Requirements

The U.S. documentation requirement is structurally distinct. NHTSA (current) identifies FMVSS No. 139 as the Federal Motor Vehicle Safety Standard for new pneumatic radial tires for light vehicles, prescribing performance requirements and marking. NHTSA also administers UTQG, under which passenger-car tires sold in the United States are graded for treadwear, traction and temperature resistance. FMVSS No. 139 and UTQG should appear as separate fields in a U.S. supplier file because one is the cited federal safety/marking framework and the other is the cited grading system.

Finding 3 — U.S. qualification needs a safety-and-marking lane plus a grading lane

Verified Evidence: FMVSS No. 139 covers performance requirements and marking for new radial passenger-car tires, while UTQG grades treadwear, traction and temperature resistance (NHTSA, current; EV-0014 and EV-0015).

HTNXT Analysis: The performance vocabulary overlaps only partly with UNECE vocabulary. UTQG traction and temperature resistance must not be converted into UN R117 wet adhesion, rolling sound or rolling-resistance evidence, because the selected sources do not establish equivalence.

China: GB 9743 Product, Performance and Marking Requirements

For China, SAC/SAMR (current) identifies GB 9743 as the mandatory Chinese national standard for passenger-car tyres. The selected evidence states that it specifies dimension, performance and marking requirements for tires sold in China. This makes GB 9743 a China-market product-control baseline, rather than merely a dimensional-reference document.

Finding 4 — China qualification should separate mandatory GB 9743 controls from international reference controls
